Abir Chebaro is a leading Lebanese gender equality and governance expert whose work has driven national reforms, institutional transformation, and evidence-based policymaking. She played a key role in the co-creation of Lebanon’s first Ministry of State for Women’s Affairs, serving as its principal advisor and laying the foundation for its strategies, partnerships, and national mandate. As Advisor for Women’s Affairs to the Prime Minister, she led the development of Lebanon’s first national strategy for Women’s Economic Empowerment and successfully lobbied for the country’s first sexual harassment and paternity leave laws, passed by the Council of Ministers in 2017. She also advised Parliament’s Committee on Women and Children, strengthening gender-responsive legislative processes. As Vice President of the National Commission for Lebanese Women, she co-chaired and supported the participatory development of Lebanon’s National Action Plan 1325 and advanced the national strategy to prevent and combat violence against women and girls. Throughout her career, she has championed gender mainstreaming across public institutions, private sector entities, and civil society, while localizing global frameworks and bridging government, academia, and the private sector. Her research-based strategies have established national baselines on women’s political participation, gender gaps in electoral systems, and violence against women in politics. Through high-level advisory roles, coalition building, and evidence-driven advocacy, she continues to shape a more inclusive and equitable future for women in Lebanon.
